Training Course in Maritime Safety Inspections according to Port State and Flag State Control

There is an increasing international demand for marine inspectors for the inspection of vessels according to the relevant international Maritime Safety Conventions and according to the regional Memoranda of Understanding on Port State Control.
HPTI Hamburg Port Training Institute has developed suitable training programmes which are offered to an international clientele.
This information gives an outline of a comprehensive, highly practice-oriented, tailor-made training seminar.

Outline of Contents
The training seminar addresses the relevant instruments of Flag State Control and of the Memorandum on Port State Control:
Load Line Convention, 1966; Protocol 1988
SOLAS, 1974; Protocols 1978 + 1988 and special reference
to the ISM Code
MARPOL, 1973 / 78
STCW, 1978 / 95

The participants will receive practical training in:
All items of safety and environmental protection equipment
in shipboard use
The legal instruments of Flag State and Port State Control (PSC)
The critical points of a marine safety inspection
The correct procedures for vessel inspections under the
Memorandum of Understanding (MOU) on PSC
All institutions and arrangements of the MOU
Future developments of Flag State Control and Port State Control
How to develop a professional attitude towards their job

Methodology
The individual topics are introduced by theoretical lectures and practised in exercises and case studies. A major focus of the seminar is on practical exercises on board of vessels, accompanying Port State Control officers of the port of Hamburg.

Target group
The programme is designed for experienced staff members, marine safety inspectors, marine surveyors, vessel inspectors and harbour masters and will take into account the explicit needs and requirements of the participants and their organisations.

Junior Pilots’ Training

This training course has explicitly been designed to enable young pilotage trainees with very limited maritime education to be trained in harbour pilotage.
The training is designed as a very practice-oriented course giving the participants opportunity to gain some practical experience in pilotage, after a theoretical foundation comprising all aspects related to harbour pilotage work, duties and responsibilities.

Outline of Contents
First Aid and Basic Maritime Safety Training according to the requirements of the German Maritime Safety Authority
EDP proficiency course, containing a comprehensive introduction to the use of personal computers and standard software, the use of the internet and advantages of information technology for the profession of a pilot
Chart work, maritime safety and introduction to international institutions: a detailed explanation of the international regulations that are relevant to their job and understand the role of the important international maritime institutions as well as practising chart work and coastal navigation
Practical onboard Seamanship on a sail training vessel: standing sea watches, assistance in the handling of the ship and taking over navigation and steering duties
Radio Operator's GMDS Course according to International Radio Regulations
Introduction to Bridge Equipment and Training on Shiphandling and Manoeuvring Simulators: practice in navigation, shiphandling and manoeuvring on a shiphandling simulator
Practical Pilotage Training in the Port of Hamburg: the participants will receive instruction and training in all aspects of ship handling and manoeuvring, necessary for efficient harbour pilotage. The theoretical concepts of the course will be consolidated in practical training sessions during duty-tours with practising pilots in German ports and in German pilotage districts

Methodology
The individual topics are introduced by theoretical lectures and practised in exercises. A major aspect of the training will be practical training modules with the help of simulators and on board of vessels.

Target group
The programme is designed for junior pilots.

Time Frame
Up-to 13 weeks (the exact time frame depends on the knowledge and skills the participants have prior to the seminar)

Pilotage

The pilotage training scheme, HPTI has designed, is very condensed and pinpointed towards providing the overseas ports with suitably trained pilots. Comparable programmes have been conducted for clients from various countries world-wide in view of the IMO regulation STCW 78/95 – (International Convention relating to Standards of Training, Certification and Watchkeeping for Seafarers).

Methodology
Right at the beginning of the first preparatory course the foundation for the further phases of the training is laid. It delivers a common knowledge basis to be widened during the follow-up courses. The training is particularly realised in group work and through regular individual assessment of the participants.
